No, he doesn't. You challenged him right after he challenged someone else so therefore he is off limits. Please pay attention to who is being challenged so you do not cause stress on the other players. There is a complete list of people that are alive on the first post, all you need to do is read the other posts and make sure the person you want to challenge isn't already preoccupied.
